Health check fail of ingestion or distributed service.
No enough space in temp location (no. of instances*5 gb). If there is temp space issue, when running health check of server manager it will have warning status in distributed service (server manager).
Even if there is space as per above but not enough for file to process as file size can be more than 5 gb.
If there is no file to pick i.e. all processing file are archived (scan level file are archive) and only that number of instance will be picked. Those file are being processed but not extracted. In this case there will be no file for other instance to pick. Other instance will pick after archive file is extracted.
