Please check if following when Distributed Service is not picking the job.
1. Distributed service should be running in administrative privilege account.
2. Health check should be pass of plugin for which jobs are queued. (seems to be fine but might affect with below "For Tiffing (1)")
3. Please try running health check of "Service Manager" even if it display pass. There should not be warning or error. Most of the case there might not be sufficient space for temporary location.
If all instance is not running please check following.
- Check if number of instance is set to max in plugin level.
- Check if number of instance is set to max in "Server Manager".
- There should be sufficient jobs for all the instance to run.
For Tiffing
- If files are queued with native tiffing setting then native setting should be enable and should be pass. If Native setting (like Word, PowerPoint, Outlook, Excel, PDF) is not enable those distributed service will not able to pick the job.
- Please check the if there is sufficient files to pick by distributed service. Please check in Job status UI. If there are files in Not Started state.
- Please check if there are any files with error in job status. There might be case where job is crashing due to some error. Please check log from query below and send us if there are any related to jobs recently.

4. If there are lots of pages per file it might take time to generate tiff which might slow down the process.
We then noted that only 2 Running Instances was mentioned in the Job Priority Queue which we thought odd as we have 21 Imaging licenses.
>> If you are referring to License Management count then this is max instance that will run if there are respective job available to process.
